Acquisition of ICT Equipment for Staff under Irrigation for Resilience Project of the Ministry of Water and Environment.

1. Supply and delivery of ICT equipment and accessories.

• Supply and implementation of Dell XPS 15, Lenovo ThinkPad P53 Laptops, HP LaserJet Enterprise 600 , HP LaserJet Pro MFP printers, Kyocera TASKAlfa 2551ci photocopiers, HP Scanjet Pro 3500 f1 flatbed scanners and PowerLite W16 3D 3LCD projectors.

The Ministry of Energy and Minerals Development current wayleaves management process is characterized by manual and inefficient practices, resulting in operational challenges, delays, and a lack of transparency.

1. Design a secure & scalable web-based user-friendly system to enable capturing of data, work plans, budgets, expenditures on fuel, subsistence, stationery and all related logistics.
2. Provide for instant and secure data capturing mechanisms like signature pads, biometric recording and online image capturing tools/camera for instant/onsite picture.
3. Integrate GIS to allow for access of existing GIS data
4. Provide for a central digital archive and traceability of documents with quick search and indexing features.
5. Provide for scanning and uploading of hard copies of documents - land titles, consent and signed packages.
6. Provide for secure online workflow processes and approvals to reduce paper work and manual processes.
7. Provide for tracking multiyear historical data to enable comparison and analysis for at least seven years.
8. Provide for biometric identification system to receive and process the biometric and biographic information.
9. Provide training and capacity building.

Development of a comprehensive and cost-effective system that achieves the following;

1. Manage projects with real-time status maps and dashboards – Visualize and easily communicate business-critical data.
2. Develop workflows that can track status of acquisitions, surveys and other land-related projects, ingrate GIS for mapping parcel’s and status in real time in the web and the mobile application.
3. Enable digital archiving, secure online verifications and approvals.
4. Enable production of accurate and timely reports to aid power line projects related decision making.
5. Enable tracking of budgeted and actual expenditure regarding wayleaves acquisition.
6. Enable management of management of all types of land rights – rights-of-way, deeds, surface leases, permits, contracts.
7. Enable easily creation of reports and maps showing multi-line rights, vegetation management, ingress/or design your own ad hoc reports, auto-scheduling of reports to run automatically.
8. Enable security for wayleaves data - limit application access by organizational division, property location, operating company, and stage of the lease or parcel, plus screen-by-screen permissions.
9. Do training and capacity building for effective system implementation.

Ministry of Energy and Mineral Development, Petroleum Supply Department faces a challenge of using a browser-based National Petroleum Information System that is inhouse and no longer operates effectively. The reason for the low usage is due to the complex functions defined in the processes that make the electronic processes more complicated to maneuver.

1. Design a secure & scalable web-based system - capture, analyse and report on downstream petroleum activities.
2. Incorporate and create login interface onto the Ministry’s web portal - enable authentication.
3. Incorporate Oil Marketing Company (OMC) to the system.
4. Provide for GIS services for OMCs within the system.
5. To enable signing and printing of licenses so created.
6. Provide training and capacity building.

1. Design and implement a secure and scalable web-based system which will automatically generate license and permit numbers after a successful creation of user profile.
2. Incorporate and create login interface onto the Authority’s web portal, leading to various forms requiring necessary fields to enable authentication and eventual creation on Licences.
3. Develop a client facing interface for applications, downstream petroleum information entry and client profiles.
4. Enable signing and printing licenses.
5. Provide for GIS and M&E functionalities for OMCs within the system.
6. Integrate with legacy systems such as URA TIN and payment modules.

Ministry of Energy and Mineral Development has been using collaboration equipment with very limited functionality in its boardrooms. For the collaboration solution to perform, the underlying Infrastructure was not at par and comprised of old technology.

3. Configure and enable video conferencing platforms.
4. Supply and installation of meeting scheduler.

2. All conference room equipment configured to access both the LAN and wireless networks.
3. Install and integrated unified communication equipment, including PZT cameras, speaker phones, microphone controller and accessories.
4. Enabled video conferencing platforms like Microsoft Teams, Zoom, Google Meet.
5. Installed a wall mounted meeting scheduler, did configuration to see meeting details and reserve a room for ad hoc or future meetings.

Acquisition of Specialised Equipment and Software for Municipal Infrastructure Development.
